I've worked on other shared development projects where a 'new recruit' has a good idea, but isn't yet a vetted/trusted contributor to the project. A method of working with these 'noobs' that I've seen is to have them send in a patch file of their potential changes for review. Patch systems (like SVN's Patch command or Source Depot's bbpack/jjpack) only require read access to the source control system.

In TFS, we have "Shelf", but this seems to require write access to the source control system to create. This negates the whole "keep them at arms length until they're de-noobed' approach that we get with the patch system. Is there a tool or other approach that I'm not aware of that we could use?

Could we have a "Play Branch" with "World Write" (ugh) and a "Real Branch" that integrates in from the Play Branch? This sounds like a pretty messy approach...
